To be eligible for this stream, a candidate must have skilled work experience in a skilled trade occupation, in the skill level B of National Occupation Classification (NOC).
Along side, he/she must have obtained CLB 5 in speaking ad listening, CLB 4 in reading and writing, to meet the language proficiency requirements in English or French.
The candidates must have ability to economically establish themselves in Canada in a province other than Quebec.
Regarding work experience, it should be paid, of 2 years, if full time, i.e. 30 hours/week or total of 3120 hours ; if part-time, it would be 15 hours/week for 48 months making a total of 3120 hours, or it can be 30 hours/week at more than one job for 24 months, which adds up to 3120 hours. It need not be continuous, within last 5 years before application. This work experience must have been gained after one has obtained necessary qualifications to perform that job.

Meeting all other employment requirements enlisted under the applicable NOC is required except for provincial certificate.
There are no educational requirements but if you hold a degree, certificate of qualification or diploma from a Canadian educational institution or equivalent foreign credential which has been assessed by an authorised Education Credential Assessment service provider, this can contribute in giving a candidate, higher rank while CRS scores are calculated.
Apart from having met the above requirements, a candidate must have an LMIA (Labour Market Impact Assessment) approved full time job offer or equivalent part time job offer from up to 2 employers, for at least 1 year OR a certificate of qualification in his/her skilled trade, from a Canadian provincial or territorial body.
If a candidate does not have a job offer, he/she must have enough funds to prove, for him/her and accompanying family members, as applicable, that would enable them to settle in Canada.
If he has a job offer, he must have or obtain authorization to work in Canada.
